Meet the Lead Trainer

Stephanie Bultema

The idea for this training started in 2012, when I was supporting an education-focused collective impact initiative while working as Community Impact Specialist at the Spokane Regional Health District (SRHD). I experienced first-hand the complexity and lack of clarity that comes with coordinating diverse people, organizations, and groups to advance a common goal. After five years of working with numerous cross-boundary collaboratives, seeing the same challenges surface in each one, and finding a lack of evidence-based guidance on how to overcome those challenges, I decided to go back to school to fill the gaps in what we know about how to improve population health through cross-boundary collaboration.

The Strategic Collaboration workshop synthesizes the most impactful lessons learned from six years of research on health-focused, cross-boundary collaboration. The training leverages PHIL’s Aligning Systems for Health (AS4H) research, which was conducted in concert with my dissertation research and was funded by the Georgia Health Policy Center, with support from the Robert Wood Johnson Foundation.

As a trainer, I draw on my experience as a university lecturer teaching Evidence-Based Decision Making to Master of Public Administration students and as Network Science Fellowship director for Visible Network Labs. I also leverage training in effective college instruction from the Association of College and University Educators. Throughout each training, I draw on my practical experience gained as Director of MERLIN (Monitoring, Evaluation, Research, and Learning Innovations) at PHIL (2020-present), senior researcher at CU Denver’s Center on Network Science (2017-2020), multiple roles at SRHD (2011-2017), president of the School Health Care Association of Spokane County (2015-2017), and board member for Communities in Schools of Spokane County (2015-2017). I also draw on academic training gained while earning a PhD in Public Affairs from CU Denver and a Master of Arts in Administrative Leadership from Whitworth University, with additional coursework completed through Washington State University’s Master of Health Policy and Administration program.
