You don’t have to navigate complex reforms alone

A shared space for rural collaboration and real solutions.

Rural Northern California counties are rich with wisdom, relationships, and local ingenuity. At the same time, counties face complex systems, limited resources, and overlapping initiatives that can make behavioral health work challenging. The Rural Resilience Innovation Hub (RRIH) brings these realities together—connecting people who care deeply about children, youth, and families. Together, we celebrate local strengths, share what’s working, and turn collective learning into practical strategies that address challenges while building on community resilience and creativity.

RRIH is home to focused communities of practice — time-bound learning spaces organized around the issues that matter most to rural communities. Our first community of practice, the Youth Behavioral Health & Justice CoP, ran from November 2025 through June 2026.

Now through May 2027, with support from the Children and Youth Behavioral Health Initiative (CYBHI), RRIH is launching its next community of practice, CYBHI Community of Practice: Putting CYBHI Resources to Work in Rural Communities.

CYBHI Community of Practice: Putting CYBHI Resources to Work in Rural Communities (2026-2027)

California’s Children and Youth Behavioral Health Initiative (CYBHI) has created new, no-cost and low-cost behavioral health resources for children, youth, and families — and rural communities are already putting them to work. This community of practice brings together practitioners from across rural Northern California to share how they are using CYBHI resources in their day-to-day work, learn directly from CYBHI resource partners, and build a shared collection of practical tools and implementation examples. 

Join neighbors from behavioral health, education, health care, schools, First 5s, community organizations, and more to learn, share, and build partnerships that make a real difference. This community of practice offers a shared space to: 

  • Learn how rural communities are implementing CYBHI resources including Cal-MAP, Safe Spaces, Open Doors, Soluna, BrightLife Kids, and Live Beyond, and connect with resource partners to share updates, ask questions, and strengthen local implementation.
  • Exchange practical strategies and real-world experiences with peers across Northern California to build meaningful partnerships and improve systems of care for youth and families.
  • Access a growing collection of curated tools, resources, and implementation examples that support local efforts and align with statewide initiatives like CYBHI and CalAIM.

Who Should Participate?

Anyone working with children and youth across rural Northern California — including behavioral health, public health, education and schools, pediatric and primary care clinics, First 5s, health plans, community-based organizations, Tribal-serving organizations, and justice-adjacent programs. If you serve children, youth, or families in a rural community, this space is for you.

Who’s Behind This Work

With support from the Children and Youth Behavioral Health Initiative (CYBHI), led by the California Health and Human Services Agency, the Population Health Innovation Lab (PHIL) designs and facilitates the Rural Resilience Innovation Hub — convening practitioners across ten rural Northern California counties through June 2027.

In partnership with the Office of Youth and Community Restoration (OYCR), the Population Health Innovation Lab (PHIL) will design and facilitate this eight-month peer learning and collaboration experience engaging up to ten rural Northern California counties. The Hub will strengthen local and cross-county responses to the behavioral health needs of children, youth, and families by fostering shared learning, innovation, and systems alignment.
